Will Minneapolis' New WiFi Network Hit 18% Penetration in Five Years?

Will residents make the jump to the cheaper - but possibly slower - network in exchange for greater mobility? I don't know. Fleishman's post made me think about my own situation in Minneapolis. I currently have cable provided through Time Warner (soon to be switched to Comcast) that runs faster than the Minneapolis WiFi projections. I rarely use WiFi outside of my home within the borders of Minneapolis, and if I want to, I know of many free WiFi locations where I could hop online. So why would I give up the performance I'm used to on my home network in exchange for WiFi access away from home?
Will Comcast or Qwest roll out an ISP package with pricing and specs similar to the city's plan in order to retain customers? Will they have to?
Or, will Minneapolis' WiFi network users come from dial-up trade-ups and the currently Internet disconnected?
Any thoughts?
