I think this comes down to where you prospective threats come from. If they could be coworkers snooping through your emails or after-hours staff accessing data, writing things down is not the answer. I think a truly secure password is both non-obvious and memorable. That shouldn't require a post-it stuck to a monitor or a note under the keyboard.

I would rather have users create real passwords and write them down and keep them in their wallet/purse then use an insecure password.
